The answer is “it depends”. The USGA adopted Decision 14-3/0.5, which modifies Rule 14-3(b), and allows the use of laser rangefinders ONLY IF a Local Rule is adopted. So the organizer of the tournament determines whether or not a laser rangefinder (or for that matter, a GPS device) can be used in the tournament. I’ve played in some amateur tournaments that allow them, and others that do not.
